The Expat’s Step-by-Step Guide to getting a Driving License in Sweden
Obtaining a license in Sweden is highly structured. Follow these three main milestones to succeed:
Permit & Eye Test
You must apply for a driving permit (Körkortstillstånd) at the Transport Agency. Arrange an eye test (synintyg) at an optician or a doctor to complete the application.
Mandatory Safety Training
You must complete two mandatory risk courses: Risk 1 (theory on alcohol, drugs, fatigue) and Risk 2 (skid track practice/halkbana). Providers set their own course language, so ask which language a session is run in before you book.
Theory & Practical Tests
Book the official tests (Kunskapsprov & Körprov) via Trafikverket. The theory test is available in English. The driving test is not: Trafikverket publishes no translated version and no interpreter route for it, and the only language arrangement it names is a sign language interpreter, booked in advance on 0771-17 18 19.
Rules for Exchanging Foreign Driving Licenses in Sweden
EU / EEA Driving Licenses
If you hold a valid driving license issued in any EU or EEA country, it stays valid in Sweden for as long as it is valid in your home country, and you never have to exchange it. If you are permanently resident here you can exchange it for a Swedish license without taking any tests. Since 1 May 2026 an EEA license that was itself obtained by exchanging a license from outside the EEA can only be exchanged if it was issued after you passed a driving test in an EEA country, if the original license was issued in the United Kingdom, the Faroe Islands, Switzerland or Japan, or if you held a license of the same category issued within the EEA for at least five years before you settled in Sweden.
Non-EU / EEA Driving Licenses
A license issued outside the EU and EEA (for example the USA, India or Canada) is valid in Sweden for one year from the day you are entered in the Swedish population register (folkbokföring). Licenses from the United Kingdom and the Faroe Islands are exempt from that limit and keep working however long you have been registered here. Licenses from the United Kingdom, the Faroe Islands, Switzerland and Japan can also be exchanged for a Swedish license without tests, and Swiss and Japanese holders have to apply before the year is up. Licenses from any other country outside the EEA cannot be exchanged, so the route is the full Swedish process: Risk 1, Risk 2, the theory test and the driving test.
